Routinely filling reservoir three inches from top

An article published by the St. Louis Post Dispatch reviews the 239-page report from the staff of the Federal Energy Regulatory Commission, the agency that regulates the Taum Sauk Hydroelectric Plant. In the report it was found that key instruments had been failing for months. These intruments were extremely important as reservoir was routinely filled within 3 inches of the top.
